4 FIXED EXCHANGE-RATE SYSTEM
Система фиксированных валютных курсов
Механизм регулирования валютных курсов на основе фиксированных валютных паритетов. Система предполагает закрепление содержания национальных денежных единиц в золоте или конвертируемой валюте при строгом ограничении колебаний рыночных курсов валют. В качестве примера можно привести Бреттонвудскую валютную систему, принципы организации которой были заложены на конференции ООН в Бреттон-Вудсе (США) в 1944 г. В рамках системы курсовое соотношение валют и их конвертируемость устанавливались на основе фиксированных валютных паритетов, выраженных в долларах. Рыночный курс мог отклоняться от центрального паритета в пределах 1%. Для соблюдения этих правил центральные банки стран-членов были обязаны проводить валютную интервенцию в долларах. Девальвация свыше 10% допускалась лишь с разрешения МВФ (см. International Monetary Fund). Механизм стабилизации валютных курсов в рамках Европейской валютной системы, упразненный в связи с введением евро, также был основан на режиме фиксированных паритетов (см. European Monetary System). Деловые и финансовые сообщества предпочитают систему относительно фиксированных курсов системе плавающих курсов, т.к. она позволяет им осуществлять торговые и финансовые операции на основе установленных валютных курсов, т.е. они могут заранее расчитать возможные прибыли или убытки. Основной недостаток такой системы заключается в том, что государственные структуры часто не торопятся менять валютный курс либо по политическим соображениям, либо по причине выбора иного способа решения проблемы регулирования платежного баланса. В этом случае фиксированный курс валюты выбивается из рамок основных рыночных тенденций, и открываются возможности для валютных спекуляций, что приводит к образованию потока «горячих» денег и дестабилизирует рыночные отношения. Центральный банк при этом вынужден затрачивать огромные средства из своих международных резервов, чтобы защитить паритет национальной валюты. Ср.: Floating exchange-rate system. См. 8 GOLD STANDARD
Золотой стандарт
Международная денежная система, в рамках которой золото составляет основу денежной массы и используется для финансирования внешней торговли и дефицита платежного баланса. В условиях системы золотого стандарта, которая была широко распространена в конце XIX века и действовала до тридцатых годов прошлого столетия, каждая валюта имела фиксированное золотое содержание. В соответствии с золотым содержанием валют устанавливались их золотые паритеты. Теоретически золотой стандарт должен был обеспечивать автоматическое регулирование платежного баланса стран. На практике, однако, оказалось, что сочетание жесткой фиксации валютного курса с зависимостью внутренней экономической политики страны от ситуации в других странах вызывало множество проблем и требовало более гибких подходов. 12 INTERNATIONAL MONETARY SYSTEM
Международная валютная система
Денежно-кредитные отношения между государствами, способствующие развитию международной торговли и специализации и обеспечивающие долгосрочное равновесие платежного баланса каждой отдельной страны. Для эффективного функционирования валютной системы необходимо: а) создание системы конвертируемости валют; б) существование механизма регулирования платежных балансов; в) накопление международных резервных активов для финансирования дефицитов платежных балансов. Международная валютная система сформировалась к концу XIX века, когда был введен золотой стандарт (см. Gold standard), предусматривающий обязательное использование золота в международных расчетах. Затем в 1922 г. в результате решений Генуэзской международной экономической конференции страны перешли на золотодевизный стандарт, основанный на золоте и твердых валютах, конвертируемых в золото( девизах). В 1944 г. образовалась третья мировая валютная система, получившая название Бреттонвудская система (см. Fixed exchange-rate system). Все три системы были системами фиксированных валютных курсов. Валютный кризис середины 70-х годов разрушил привязку валют к золоту. Широкое распространение в мире получила система плавающих валютных курсов (см. Floating exchange-rate system). Международной расчетной единицей стали специальные права заимствования (см. Special Drawing Right), которые так и не превратились в мировые деньги, и единая европейская валюта (см.
